UIN, Ford Foundation and Zurich Partnership Make Bungkesmas Products

Not far from Jakarta, precisely in the Ciputat area, Syarif Hidayatullah State Islamic University (UIN) Jakarta several times found its students having financial problems. Although assisted by scholarships, this apparently does not necessarily satisfy the lecturers at UIN. He thinks to at the same time pay attention to the health problems that are also being faced.
The target is not only students, but also the surrounding community who in fact are in the lower middle class. Many freelancers and daily workers are trying to build their awareness to have a guarantee if something happens to them. In addition, they are also given awareness about savings or savings.
UIN submitted an idea to the Ford Foundation for an advocacy program to improve people's welfare through improving their health level covered in the Bungkesmas program. Initially this program gave the public access to free health services, then transformed into access to health, accident and death insurance or insurance. After experiencing partnerships with several other insurance companies, in 2015 STF then partnered with Zurich.
“We want to educate the public about insurance. Many are also experiencing economic difficulties, so Zurich creates affordable products, for example covering illness or death," said a representative from Zurich during the Health & Business Forum event (24/1).
Even the initial scheme for treatment, which required participants to carry a card, was changed only to an ID card. This circumvents the occurrence of lost participant cards, so that participants can't even get health services.
The nature of this insurance is compensation, not just covering the cost of hospitalization. Because usually people who are treated do not have a substitute for income during illness (for those who work with daily income), so this compensation is also intended to help this problem.
“The death benefit is Rp. 20 million. The hope is that with this amount the family can set-up for the family's new income," said Dr. Amelia Fauzia from STF UIN Jakarta from UIN.
It is Mardiana, a daily worker who gets sick many times. But he did not dare to be treated because in addition to spending money, he would also lose his daily income.
He was the first to participate in the Social Trust Fund (STF) program in the form of Community Health Savings (Bungkesmas).
In a year, Mardiana only needs to deposit Rp. 100,000 for insurance in the form of compensation for health, accidents and death. In addition, Mardiana also saves at least Rp. 2000 per day for health and education reserve funds.
Although it is similar to BPJS, what makes the difference is the manager. For example, for insurance, the funds go directly to Zurich, while savings are managed by microfinance institutions such as BMT, cooperatives, UPK as well as collaboration with local NGOs.
The Bungkesmas program was initiated in 2010 and implemented in 2011. Currently, Bungkesmas has spread over 8 provinces and collaborates with more than 100 microfinance institutions, including BMTs, cooperatives, UPKs as well as with NGOs.
Until August 2017, Bungkesmas participants had reached more than 10,000 people. This program has also received approval from the OJK to be implemented.
The challenges ahead according to Dr. Amelia fauzia is to implement this program in other locations. The hardest thing is finding marketers, considering that all those involved are voluntary.
A representative from Zurich said, the main thing to do in this STF program is to educate the public to be aware of insurance. But seeing how many people are in a difficult economy, Zurich creates affordable products.

Internally, Zurich also has an annual social-based activity called Global Community Week. Activities carried out include mass circumcision, giving free glasses, or home surgery. Funds are collected from employees, as well as the directors.
